This level impacts (mediates) all the other levels in an organization negatively when unstaffed (left to its own devices) and positively when staffed by a group

This path maximizes productivity and profit, while minimizing cost and time. As most fundamental, this community-based approach even supersedes (supplants) quality and lean approaches.
